    The 2006 provincial elections in Belgium were the first organised after the transfer of the bulk of competences on local and provincial government from the federal to the regional level. This means that the different regions have both the competence to redesign the institutional framework on provincial government and to change the electoral rules. The government has exercised its competence: some institutional and electoral rules are now different in the two regions. These elections were also the first after drastic reforms in the national political landscape (e.g., the democratic Flemish nationalist party split in different groups, nearly all the parties changed their name and different kinds of cartels and alliances between parties emerged, especially in the Flemish part of the country).
    All over the country, the Christian democrats and the extreme right parties were the winners of the elections, while the ecologists suffered from a declining trend. For the other parties, results differ according to region. In the Flemish part of the country, the socialists joined the Christian democrats as winners, where in the Walloon provinces they lost votes. The Liberals however noticed declining vote shares in the Flemish provinces, while winning in the Walloon part of the country.
    Because of the electoral design the evolution of the provincial political landscape offers an interesting electoral barometer of the upcoming federal elections. Provincial elections do not only ‘predict’ the political future of other levels however, they are path dependent in their own right as well. Historical, institutional, political and electoral forces all codetermine the actual outlook of current provincial events. The analysis for 2006 has once again confirmed this.

    We analyse the presence of a cost of ruling and/or incumbency advantage in the municipal elections in Flanders of 1988, 1994 and 2000. The empirical work concentrates on vote share evolutions of the three main parties: CD&V, Sp.a and VLD. We find evidence that being in power leads to an incumbency advantage, especially for those parties who provide the mayor. The results indicate that this electoral advantage is not uniform among parties (the socialist party appears to benefit more) and, importantly, the incumbency advantage seems to dampen over successive elections. From the perspective of the local politicians, it is important to keep in mind that this incumbency advantage at the local level was insufficient to compensate for the general trend of the major parties to lose votes at all levels of government. Indeed, even in the 1988 elections – where a clear local incumbency (mayor) advantage could be identified for each of the three parties – it was the case that government parties on average lost votes.

    Together with the city council elections, the citizens of Antwerp elected on 8 October 2006 for the second time their district councils. This new decentralised political level is primarily initiated to restore the confidence of the citizens in the city (and district) government(s). By analysing the results of the city and the district elections we try to find indications whether citizens feel closer to their new district governments or not. Firstly district elections resulted definitely not in less blank votes. Secondly, the number of list votes is higher on the district elections than on the city elections, while we would have expected a higher number of preferential votes. Thirdly, we see that the differences between the electoral results of the city elections and the district elections are becoming more pronounced. Although this last result seems to support the legitimacy of the decentralised district they merely reflect changes in the logic of the city elections. Mainly as a result of media coverage the city elections were direct elections of the mayor. Therefore voters used the district elections to vote for their preferred political party. This was not always possible at city level, because some parties did not have an eligible candidate for mayor. Generally spoken, we can conclude that the district elections do not give much proof of a closer connection between the citizens and the city government.

Op zoek naar de ‘monitorial citizen’

    Various authors have claimed that postmodern concepts of citizenship have become more important in contemporary Western societies. The new generation of citizens are said to be more critical toward the political system, less likely to participate in conventional politics, but they remain strongly interested in politics and social life (Norris, Inglehart, Dalton). Michael Schudson developed the concept of a ‘monitorial citizen’, who is interested in politics, with high levels of political efficacy and who turns to political action if needed, but does not participate in traditional political organizations. Based on the European Social Survey (2004) we investigate whether this type of citizenship actually occurs in Belgium, and found that approx. 9 per cent of all respondents can be labeled as ‘monitorial citizens’. In accordance with the theoretical expectations, most of them are young and highly-educated citizens. A multivariate analysis shows that, controlling for education, ‘monitorial citizens’ also score relatively high on political trust.

    On December 1st 2005, Belgian Prime Minister Guy Verhofstadt proposed the creation of a ‘United States of Europe’: a core group of Eurozone countries surrounded by a confederation of states. A European social-economic policy, technology cooperation, a common justice and security policy, a common diplomacy and army will make the EU stronger and less patronizing, said Verhofstadt. In this article, we look back over the main political and economic developments in the EU in 2005. This year will probably go down in EU history as the year in which the constitutional treaty was rejected. Yet, as demonstrated, despite a feeling of total malaise, a number of knotty dossiers came to a conclusion and new initiatives were taken.

    The relationship in political terms between the Brussels Capital Region and the Brussels communes is characterized by the cumulation of mandates. On average 68% of the members of the Brussels Regional Parliament simultaneously held an office in one of the 19 communes. At the regional elections of 2004 even twelve of the 19 mayors were directly elected into the Brussels Parliament. This feature of intertwining mandates was mainly valid for the French liberal party, the FDF and the Frenchspeaking Christian-Democrates. In this manner not only did the Brussels communes have access to the Parliament but to the Brussels Regional Executive as well. The cumulation of mandates is though but one example of the intertwining of the Brussels Capital Region and its communes.

    At least four criterions/methods to measure mechanical effects of electoral systems can be distinguished: measuring disproportionality, the reduction in number of parties, the party advantages and the threshold percentages. In this manuscript we focus on the thresholds. We first concentrate on a description of legal, theoretical, and empirical thresholds as measures of mechanical effects. Further, we analyse the relationship between (the natural logarithm) of district magnitude and the empirical threshold and between the empirical threshold and the effective number of parties. As starting point we take districts in Spain, Portugal and Hungary as the level of analysis. We clearly show that there is a negative causal connection between district magnitude and the threshold percentage and between threshold percentage and the number of parties.

    The article deals with the relationship between Islamic fundamentalism and the political participation of women. Firstly, it is discussed at length which political role women play in theories on Islamic fundamentalism. According to some scholars, it is indeed paramount to eliminate where possible, existing stereotypes which state that women are solely ‘placed’ in the private domain by fundamentalists. Secondly, the article examines the extent of actual political participation in a context of Islamic fundamentalism, more specifically the Islamic Republic of Iran. Models of political participation are often implicitly based on formal (electoral) forms of participation. However, women often remain invisible in these kinds of models. Consequently, the article centres on a possible broadening of the notion ‘political participation’ and the incorporation of new forms of informal political activities in the analysis of political participation.

    The decline of traditional class voting is at the centre of the Class Politics debate. From the framework of traditional class analysis a labourer’s right wing vote appears ‘unnatural’. A right wing vote is thought to damage the interests of the economically precarious groups. This paper attempts to understand the phenomenon of so-called unnatural voting behaviour starting from the populism concept. From a theoretical literature study we analyse the relationship between populism and attitudes regarding the economic left-right cleavage. We argue that right-wing populism appeals to a cry for equality, yet at the same time mobilises this sentiment against the institutions of the welfare state. In that way populist right parties succeed in attuning their economic discourse to the socio-economic attitudes of broad layers of the population, including economically precarious categories. The empirical relevance of this hypothesis is tested on the case of Flanders.

    This article investigates the link between state decentralization and party decentralization. We study the impact of the type (dual, integrative, asymmetrical) and degree of decentralization on two dimensions of the relationship between a party’s central party organs and its regional branches: the autonomy of the regional branches to manage their regional affairs and the degree of participation of the regional branches in the central party. We compare the organization of five state-wide parties in two decentralized multi-national polities, Spain and the UK. Our analysis of their party statutes partly confirms the link between degree and asymmetry of decentralization and party organization. However, the impact of the type of distribution of powers between the state and its regions is much less clear. This article shows the need to investigate the influence of other factors such as regional party competition and electoral rules on the type of central-regional relationships within state-wide parties.

Centraal-lokale relaties in Vlaanderen: verdeel of heers?

    An important element in the debate on the hollowed State is the extent to which the subsidiary idea caused a decrease in dominance of the central State and lead to a multifaceted process of decentralisation. A case in point is the recent regionalisation of the competency to organise local government in Belgium. Based on Page and Goldsmith’s three dimensions in intergovernmental relations between central and local government (functions, discretion and access), we test the discourse of the reform of the local government in Flanders to its practice. It is argued that the principles of a subsidiary founded municipal autonomy, a growing fiscal and functional discretion and a personal disentanglement of local and central decision-makers was inspired by northern European models of government relations. These, however, are only partially being confirmed by the praxis of the reforms, as the main principles of the existing southern European models persist.
