The Netherlands is engaged in reforming several of its public service provision sectors by limiting their hybrid (mixed public/private) character. This special issue deals with these reforms. We have a closer look at the systems of transport, education and housing, and also discuss reforms of the Dutch nation state. Each article poses three basic questions: why has the sector evolved as it has? Why is change seen as necessary? And how does this process take place? By doing so, we draw general lessons on how the Netherlands deals with system change and public management reform. |

SamenvattingAuteursinformatie |
In the spring of 2013, the Dutch railway operator, High Speed Alliance, cancelled the acceptance procedures for V250 high-speed train sets they ordered from Italian manufacturer AnsaldoBreda after numerous problems with the build quality and safety systems. It is the latest chapter in a series of failed attempts to build and run a high-speed railway link between Amsterdam and Paris. Inevitably, the question of who was responsible for the decision to order the V250 has become prominent. We study 20 years of public decision-making by analysing the content of over 1,200 documents. Using David’s and Arthur’s theory of path-dependency, we conclude that all the decisions that were taken during those two decades created a situation in which the choice for the V250 was nothing more than an inevitable gamble. It can therefore be concluded that all parties involved, from the railway operator to Parliament, have contributed to the current failure. |

Intergemeentelijk samenwerken: het kan ook lichtEen verkenning van lichte vormen van intergemeentelijke samenwerking |

Trefwoorden | inter-municipal cooperation, light forms of cooperation, modes of cooperation |

SamenvattingAuteursinformatie |
Many tasks will be decentralized to municipalities in the Netherlands in the coming years. To deal with these challenges, central government encourages municipal mergers, while municipalities often prefer a light form of cooperation. Since municipal boarders are converging less and less with the boarders inhabitants experience in their daily lives, municipalities feel free to cooperate in a variety of ways with other partners. This poses new challenges to democratic legitimacy, effectiveness and the role local authorities play. Local governments therefore do not need new regulations or legal forms of co-operations, but rather a repertoire fitting their role. We argue that local governments need to analyse their tasks, choose the form of cooperation that fits best and develop a repertoire for their cooperation. Light forms of cooperation are very important for developing a variety of cooperative forms and roles local governments need to play. |

Ondoordacht sleutelenReflecties op bestuurlijke geilheid en de complexiteit van sociale systemen door Roel in ’t Veld |
Tijdschrift | Bestuurskunde, Aflevering 1 2014 |
Trefwoorden | public management reform |
Auteurs | Philip Karré en Cees Paardekooper |
SamenvattingAuteursinformatie |
This text provides a summary of an interview we conducted with Roel in ’t Veld, who (as an academic, advisor and civil servant) is a veteran of public management reform in the Netherlands. In ’t Veld criticizes the approach often taken by these reforms, as they are often not based on an in-depth study of the problem in question and its historic background. Scholars in public administration should not only provide critical assessments of reforms from the side-lines but should also get their hands dirty and participate in them. |

Kwaliteit als sleutel tot overheidsinterventie: een reflectie op de beleidsassumpties van autonomievergroting in het primair onderwijs |

Auteurs | Marlies Honingh en Sandra van Thiel |
SamenvattingAuteursinformatie |
In the 1980s, the organizational autonomy of primary schools in the Netherlands was increased to improve the quality of education. Today, new restrictions are being imposed on this autonomy, again as a means to improve educational quality. This article discusses whether this change can be seen as a systemic change or rather a further streamlining of the policies started in the 1980s. |

SamenvattingAuteursinformatie |
Since 1901, Dutch social housing is organized as a hybrid system. Over the years, this system has continually adapted to outside forces and demands. Lately it has come under pressure, especially as the negative side effects of housing associations becoming autonomous have become apparent. This article describes the history of social housing in the Netherlands since 1901, and discusses whether the negative side effects of hybridity should be used as an argument for a major overhaul of the system. |

Successen en rafelrandjes: Stelselwijzigingen in het Openbaar Vervoer |
Tijdschrift | Bestuurskunde, Aflevering 1 2014 |
Trefwoorden | public transport, New Public Management |
Auteurs | Wijnand Veeneman |
SamenvattingAuteursinformatie |
During the 1980s and 1990s, successive Dutch governments reformed public transport by introducing market-type mechanisms. However, these New Public Management-style reforms have only been introduced half-heartedly because governments also tried to avoid the negative effects of NPM. On some fronts, the reforms have undoubtedly led to improved quality (better and newer material) and more choice for governments regarding how to organize public transport because there are several new providers. But on other fronts, these positive effects have been hampered by fragmentation, leading to calls for another overhaul of the system. This article chronicles the developments in public transport and discusses which new steps could be taken. |

To PPS or not to PPS? (Publiek-)private samenwerking rond groen gas |
Tijdschrift | Bestuurswetenschappen, Aflevering 1 2014 |
Auteurs | Maurits Sanders en Michiel Heldeweg |
SamenvattingAuteursinformatie |
In policy practice sometimes organizational arrangements appear that at first glance manifest itself as cooperative relations between private organizations, but about which on second thoughts the question can be asked if after all there is an active input from the side of the government. This is for instance the case in the construction of biogas infrastructures. In this article the authors discuss if we can talk about PPC after all. In the debate on governance this question is important because in the design of PPC the public interest involved must be sufficiently guaranteed in terms of control and accountability. On the basis of a confrontation between the results of a literature review and an empirical study of the case of a Green Gas pipeline in North-East Friesland (‘Biogasleiding Noordoost Fryslân’) in the Netherlands, the authors conclude that public steering in practice can take a form in disguise. Using ‘intermediate’ civil law legal persons, governmental influence indeed can be and is exercised during the cooperation. Especially law poses specific demands on control and accountability to take care of public interests, like the promotion of the use of renewable energy. Likewise in this kind of projects, especially in comparison with pure private-private cooperation, the public and if possible even the public law regulation must be safeguarded, for instance by transparency of form and content of steering. Of course this has to be done with preservation of the cooperative nature that is typical of PPC. |

In dienst van beleid of in dienst van de democratie?Een studie naar de waarden achter overheidscommunicatie |
Tijdschrift | Bestuurswetenschappen, Aflevering 1 2014 |
Auteurs | Harrie van Rooij en Noelle Aarts |
SamenvattingAuteursinformatie |
More than twelve years after the appearance of the report of the Dutch Committee on the Future of Government Communication (‘Commissie Toekomst Overheidscommunicatie’) communication as the responsibility of the government is an important issue of debate and a discipline that is alive and kicking. We may even conclude that communication – in the terminology of this report – has conquered a place in the heart of policy. A lot is still unclear about the communicative function of government. On the normative question ‘why should the government communicate’ diverging answers are possible. However, the question is hardly discussed in practice and in science. For this reason the positioning of government communication as a separate discipline is also unclear. Reflection on the elementary values behind the discipline can reveal themes that have been invisible so far. The article investigates which values and motives are attached in theory and in practice to communication as a governmental function. For this reason a content analysis has been carried out of a number of volumes of five Dutch magazines (practical and scientific). The authors conclude that for professionals communication mainly is an instrument to support policy goals. The possibility to make a purposeful contribution with government communication to democratic values hardly is brought about, not so much in Communication Science as in Public Administration. |

Klein maar fijn?De effecten van kleinschaligheid op het karakter van politiek en democratie |
Tijdschrift | Beleid en Maatschappij, Aflevering 4 2013 |
Trefwoorden | State Size, Dutch Caribbean Islands, Democracy, Good Governance, Personalistic Politics |
Auteurs | Dr. Wouter Veenendaal |
SamenvattingAuteursinformatie |
Whereas the six Dutch islands in the Caribbean all have a (very) limited population size, analyses of political problems on the islands rarely seem to take the variable of state size into account. The available academic literature demonstrates that the population size of states has a strong influence on the quality of democratic governance, although scholars disagree on the question whether smallness is an asset or an obstacle to democratic development. After a discussion of this theoretical literature, the present article proceeds with a presentation of field research in three small island states (St. Kitts and Nevis, Seychelles, and Palau) in which the political consequences of a limited population size are analyzed. This analysis reveals that a number of size-related effects can be observed in all three examined island states, among which a tendency to personalistic competition, strong polarization between parties and politicians, particularistic relationships between voters and their representatives, and a dominant position of the political executive vis-à-vis other institutions. A subsequent analysis of the contemporary political situation on the Dutch Caribbean islands shows that the observed problems also play a role on these islands, which indicates that smallness is perhaps of greater significance than is now often supposed. |

De val van Amarantis |
Tijdschrift | Bestuurskunde, Aflevering 4 2013 |
Auteurs | Hans de Bruijn |
SamenvattingAuteursinformatie |
This article analyzes the inquiry into the financial problems at a large educational conglomerate, Amarantis, in the Netherlands. The article is solely based on the text of the report. From a learning point of view, assuming that inquiries should contribute to learning from the past to improve the present and future, there are three weaknesses in the approach followed by the commission. The first is that the commission looks at the principles for governing the organization to explain its fall. However, the principles adopted match very well with professional organizations and are used successfully in other professional organizations. The question why these principles were unsuccessful in the case of Amarantis has not been addressed in the report. Second, the report strongly focuses on the role of the top management of the organization and ignores the middle management, a critical layer in managing professional organisations. And third, by looking back the commission creates a bias of hindsight, ignoring the question of how the managers could have identified upcoming problems at that time. |

The manifest Governing Governance: A Liberal-Democratic View on Governance by Relationships, Bureaucracies and Markets in the 21st Century aims to please a wide range of audiences. Yet in trying to do so it does not seem to please any. The manifest may be applauded for its clear and concise discussion of the complicated concept of governance. Yet, it falls short in being a truly engaging text as it is somewhat outdated, it lacks interaction with the wider world beyond the Netherlands (and Belgium), and it is too optimistic in terms of what may be achieved through collaborative or new governance and deliberative democracy. All this may very well explain why the manifest has, as of yet, not received a great deal of attention. |

Lobbyen met een commissieOver hoe de VNG met commissies agendeert en hoe dat soms mislukt |
Tijdschrift | Bestuurskunde, Aflevering 4 2013 |
Trefwoorden | Lobby, Committee |
Auteurs | Rien Fraanje |
SamenvattingAuteursinformatie |
Committees are connected with the political culture of the Netherlands. It is no surprise that organizations that promote certain interests aim at bringing forward their members’ interests by installing committees. Lobbying through a committee, however, is a delicate matter. What elements lead to a committee that is a successful instrument of lobby? A comparison between the committees of the Dutch Union of Municipalities (VNG) led by Jorritsma, Bovens and Van Aartsen on one hand and the committee led by Nijpels on the other shows that the denial of problems and shortcomings does not help the organization or person that asks for the advice of the committee. This person or organization benefits most if the committee points out existing displeasure with the functioning of the person or organization. Yet at the same time, the committee must present a way ahead and proposals for improvement. This gives a positive turn to the criticism and presents a perspective for improvement. |

Twee perspectieven op de eerste overheid |
Tijdschrift | Bestuurskunde, Aflevering 3 2013 |
Trefwoorden | local government, new localism, modernization model, political community model |
Auteurs | Marcel Boogers en Bas Denters |
SamenvattingAuteursinformatie |
Dutch local government is more and more regarded as a ‘first government’. Vision documents of the association of municipalities and national policy plans stress the importance of local government for improving public governance. This ‘new localism’ builds upon two conflicting perspectives to local government: the modernization model and the political community model. As a result, local governments are becoming overloaded by many new and conflicting demands. A debate about how both perspectives to the ‘first government’ can be balanced, is therefore needed. |

Geografische logica voor overheidsorganisatieDaily urban systems als bestuurlijk perspectief |
Tijdschrift | Bestuurskunde, Aflevering 3 2013 |
Trefwoorden | welfare theory, geographical theory, daily urban systems, territorial structure, spatial scale of local and regional government |
Auteurs | Pieter Tordoir |
SamenvattingAuteursinformatie |
The debate on the territorial structure and scale of local and regional government is hardly supported by geographical theory and evidence. In this article, a geographical logic for collective action and the spatial structure of government is unfolded, based on the foundations of Welfare Theory. This logic accounts for the tension between inherently bordered area governance and borderless social and economic networks. Spatial scaling of area government thus involves complex trade-offs. The case is made for area government at the scale of daily urban systems, functional-spatial complexes that are typical for our advanced network society. The article concludes with a discussion of consequences for the spatial organisation of local and regional government. |

De wetgevende macht van de media?Een kwantitatieve analyse van media-effecten op de behandeling van wetsvoorstellen |
Tijdschrift | Res Publica, Aflevering 4 2013 |
Trefwoorden | media effects, legislation, policy process, lawmaking, Dutch politics, newspaper coverage |
Auteurs | Lotte Melenhorst |
SamenvattingAuteursinformatie |
The media are a much-discussed subject in both the scientific and the public debate on the functioning of democracy. Nevertheless, there is relatively little empirical research on the effects of media on the most fundamental aspect of politics: the legislative process. However, this type of research is important because it helps us gain insight into the influence journalists exert. This study analyses the influence of media attention for bills on the legislative process in the Netherlands. A quantitative analysis of the newspaper coverage for recently discussed bills indicates that the parliamentary process is influenced by this coverage. This first study of media-effects on the Dutch legislative process suggests that more media-attention leads to the introduction of more amendments by both members of government and members of parliament. |
